A comment posted on Twitter on June 28 accused Venezuelan businessman José Simón Elarba, owner of the solid waste collection company Fospuca and financier of the Fuerza Vecinal party in Venezuela, of having a “laundering” operation abroad through the creation of shell companies.
The Allegation
The account @verdaddeeleazar shared a copy of a document for a company established in Florida, United States, named FOSPUCA INC, registered on March 9, 2023, sharing the same name as Elarba’s company in Venezuela.
According to the comment, Elarba is a partner of Erick Malpica Flores, former national treasurer of Venezuela and nephew of Cilia Flores, the wife of Nicolás Maduro. Additionally, he is identified as a financier of Fuerza Vecinal, a pseudo-opposition political party.

“This is how these corrupt individuals launder money abroad by creating shell companies. Meanwhile, they defraud the people with their FOSPUCA fees,” stated @verdaddeeleazar.
The Company
According to the document shared by @verdaddeeleazar, the company FOSPUCA INC is located at 8633 NW 114TH CT, DORAL, FL. US 33178. The purpose of the company is “any legal business.”
The number of shares the company is authorized to issue is 100. The registered agent is TUEMPRESAENFLORIDA.COM INC, a company that provides incorporation and business administration services in Florida. The incorporator is José Manuel Fernández, who also signs as the registered agent.
The initial officers and directors of the company are José S Elarba, serving as president, and Henry J Camino Muñoz, serving as vice president. Both share the same address as the company. The effective date for the incorporation of the company is March 8, 2023.
