The use of weaponized migration to destabilize the United States is the strategy in which Venezuela acts as an agent of China, Russia, and Iran, asserted Joseph Humire, a security expert, before the U.S. Congress.
Before the Federal Law Enforcement Subcommittee of the U.S. House Committee on Oversight and Reform, he stated that the migrant caravans are organized and funded by state and non-state actors with the goal of creating chaos and undermining U.S. sovereignty.
Humire presented data on the increase in illegal immigration, as well as its alleged connection to organized crime and terrorism, warning of a severe national security crisis currently facing the U.S.
The expert described in his testimony what he categorizes as a “migrant invasion,” which, when mapped, shows the expansion experienced by criminal organizations into sanctuary cities across the United States. This situation, along with China’s land purchases — warned Humire — poses a threat to U.S. sovereignty.
Unprecedented Border Crisis
He emphasized to the congress members the danger of labeling his warning merely as a conspiracy theory, and thus ignoring it or dismissing it as alarmist. The number of unprecedented illegal immigrants that have entered the U.S. in the past four years and their consequences demonstrate that this is not the case.
In this regard, Humire cited the staggering increase in fentanyl-related deaths, with over 100,000 Americans poisoned each year; the emergence of new and powerful gangs, such as Venezuela’s Tren de Aragua, which seize entire apartment complexes and, tragically, commit rapes and murders of innocent Americans.
A grim reality of which Laken Riley and Jocelyn Nungeray are victims, underscoring the need to act accordingly in what he unambiguously labeled as an unprecedented border crisis.
To substantiate his claims, Joseph Humire noted that since 2021, U.S. border authorities detected eleven million illegal aliens and an additional 2.2 million known as “gotaways” — individuals who cross the border illegally and manage to evade detection or capture.
He also referenced another 1.5 million migrants who entered the United States through flawed humanitarian parole and immigration programs. Altogether, this amounts to “14 million illegal aliens in the U.S. in just four years,” he warned.
Criminal Connections
Joseph Humire warned Congress members about the lack of assimilation among some immigrants and their possible connections to criminal and terrorist organizations. “Unfortunately, the sad reality is that most of these illegal aliens are not assimilating into the United States, and worse still, some of them are linked to the most notorious gangs, cartels, criminal organizations, and terrorist groups in the world.”
To illustrate the danger this poses, Humire specified that if only 0.05% of this population were connected to crime or terrorism, it would represent a force the size of the combined U.S. Army and Marine Corps, qualifying it as a “national security emergency.”
Weaponized Migration
Joseph Humire states that he began researching the phenomenon of weaponized migration in October 2018, when thousands of Central Americans crossed the southwestern border of the United States within weeks.
At that time, he discovered that the Central American caravans had been planned, financed, organized, and directed by state and non-state actors to create chaos in Guatemala, Mexico, and ultimately, the United States.
Humire defines weaponized migration as the phenomenon in which “state and non-state actors catalyze, manipulate, and/or induce mass migration to achieve political and geopolitical objectives.”
He contends that the “criminal illegal aliens” did not arrive by accident; rather, they were “sent here by the enemies and adversaries of the United States.”
Venezuela in Command
Joseph Humire explains that in 2018 he identified politicized NGOs in Honduras receiving funds from U.S. and European charities but operating under the “guidance and direction of an anti-American nation-state and adversary: the Bolivarian Republic of Venezuela.”
The Venezuelan regime was aided by the Honduran NGO “Pueblo Sin Fronteras” along with other NGOs and charitable organizations in California and Chicago.
“Venezuela, as an agent of China, Russia, and Iran, understands that mass migration can be used as a weapon of asymmetric warfare to erode our national borders, steal our sovereignty, and eventually cause the United States to collapse from within,” he asserts.
Humire denies that it is a matter of “root causes” and rejects the notion that the crisis stems primarily from socioeconomic issues: “Far from being a problem of ‘fundamental causes’ stemming from socioeconomic hardships, natural disasters, or high levels of insecurity, the focal point of the border and immigration crisis in the United States is weaponized migration.”
The expert developed what he calls a “migrant invasion map” that highlights the main centers from which criminal organizations are spreading throughout the United States. He explains that these groups are moving toward sanctuary cities and acting in conjunction with the Chinese Communist Party’s strategy of buying land to undermine U.S. sovereignty. “This is a national security crisis, perhaps the greatest of our lifetime,” he declared before Congress.
