Against the backdrop of debt, in August 2013, the Dominican trafficker Fulvio Silvestre Moya Hernández became a fugitive from justice in his country due to a homicide. The victim was merchant Omar Pantaleón Hernández.
A report indicated that the slain merchant had lent over one million five hundred thousand pesos to Moya, with entertainment promoter Gerald Rodríguez acting as an intermediary, leading to allegations of threats against Pantaleón Hernández.
In Duarte province, Dominican Republic, Fulvio Moya Hernández, better known by the alias “El Patrón de Pimentel”, has made a name for himself, not only for being currently under scrutiny by both Dominican and U.S. authorities due to his ties with organizations linked to drug trafficking and money laundering, but also for his habit of not repaying debts and his lack of a fully open relationship with the DEA, an agency he has previously collaborated with but is now a target.
All of the above and what will follows suggest that Fulvio Moya Hernández is destined to lose his properties, either through attachment by creditors or because the authorities will proceed with their confiscation.
One of the most recent precedents is the public auction for the attachment requested by businessman Rafael Antonio Cepin against various properties belonging to Fulvio Moya Hernández. A notice published on January 18 of this year through a Dominican newspaper set February 15 as the date for the public reading, during which the auction of Moya’s properties and those of two other individuals will take place.
The notice, signed by the plaintiff’s attorney, states:

The opening bid is set at TWENTY-SEVEN MILLION FIVE HUNDRED THOUSAND FOUR HUNDRED SEVENTEEN DOMINICAN PESOS (RD$27,500,417.00), which is the amount of the principal debt plus interest. All bidders must deposit with the court’s secretariat an amount equivalent to ten percent (10%) of the opening bid price in cash or certified check from a banking institution in the Dominican Republic, according to the conditions deposited in the Court’s Secretariat on March 26, 2015.

The aforementioned are not the only properties that Moya may lose due to attachment or confiscation. Others include his farms, such as those owned by the businessman in the municipality of Pimentel in Duarte province or in the municipality of Cotuí, located in the province of Sánchez Ramírez. Additionally, this would include the currency exchange business D’Moya Cambio and real estate brokerage that he established in Pimentel, where he previously operated his Auto Café Bar El Imperio del Placer and where he maintains his Petronan gas station, in all cases suspected of serving as a façade for laundering.
