Strengthening Communism in China: NPC Recommendations for 2025 Under Xi Jinping’s Leadership

The strengthening of communism in China, the Communist Party of China, and support for Xi Jinping, was the recommendation of the work report from the Standing Committee of the National People’s Congress of China delivered by its president, Zhao Leji, for the session in March 2025.

According to the document, the priorities for 2025 focus on continuing to enhance the socialist legal framework with Chinese characteristics, improve supervisory effectiveness, promote the role of deputies, and deepen external exchanges, all under the leadership of the CPC and the guidance of Xi Jinping’s thoughts on socialism with Chinese characteristics for a new era.

The report emphasizes the determination of the National People’s Congress of China to contribute to building a great nation and achieving national rejuvenation through Chinese modernization.

Highlighted Achievements

After analyzing the work carried out in 2024, the Standing Committee of the National People’s Congress of China highlighted achievements in various areas such as constitutional strengthening, legislation in key sectors, the exercise of supervision, and collaboration with deputies.

The report established priorities and plans for the year 2025, which will focus on the previously mentioned priorities, while also underscoring the direction of the Communist Party of China and the importance of the people’s congress system for the country’s modernization.

Furthermore, the report highlights the commemoration of the 75th anniversary of the founding of the People’s Republic of China as well as the 70th anniversary of the establishment of the National People’s Congress.

Transformational Changes

The report emphasizes the central leadership of the CPC, along with the “tremendous and transformative changes” experienced by China, consolidating the “rejuvenation of the Chinese nation on an irreversible historical course”.

For the National People’s Congress of China, economic stability, consistent growth, advancements in high-quality development, reform and opening up, improved public welfare, and the maintenance of social stability stand out as achievements of socialist governance.

“Through 75 years of relentless effort, China has undergone tremendous and transformative changes, placing the revitalization of the Chinese nation on an irreversible historical course and fully demonstrating the exceptional strengths of the leadership of the Communist Party of China and the socialist system of our country,” states the report.

A Suitable System

According to the National People’s Congress of China, the system governing the nation for the past 70 years is “suitable for the conditions and national realities of China, embodying its socialist nature and ensuring that the people lead the country”.

In this sense, the capacity of this system to “concentrate the collective efforts of the Chinese people on a single endeavor to promote the modernization of China” is emphasized.

“Seven decades of experience have shown that the people’s congress system is a strong system that adapts to the conditions and national realities of China, embodies its socialist nature, and ensures that the people govern the country. It’s a system capable of harnessing the collective efforts of the Chinese people towardone shared goal of driving China’s modernization,” the report establishes.

Upholding the Constitution and Supervision

The report from the National People’s Congress of China asserts that the implementation of the Constitution as the “legal foundation of the nation” was strengthened, along with reviews of key laws such as the Supervision Law and the Law on Deputies to the NPC.

Additionally, advancements were made in constitutional review and the registration and assessment of normative documents—over 2000 documents—while suggestions were heard. The promotion of theoretical research, public outreach, and constitutional education was also fostered.

“By upholding the Constitution as the legal foundation of the nation, we fully implemented its provisions, principles, and spirit, making constitutional implementation initiatives, supervision of compliance, and public awareness integral parts of our efforts. This allowed us to fully leverage the vital role of the NPC to ensure comprehensive and effective implementation of the Constitution and laws.”

Laws and Supervision

According to the National People’s Congress of China, the system governing the nation for 70 years is “suitable for the conditions and national realities of China”.

Following the legislative review, the role of the NPC in leading legislative initiatives, seeking public consensus, and the trandparency of the legislative process were highlighted. “We advanced legislation in a scientific and democratic manner following the law and, through high-quality legislation, supported and served the efforts of reform and development.”

The report mentions that various supervisory activities were carried out, including the deliberation of 21 reports from the State Council, the National Supervision Commission, the Supreme People’s Court, and the Supreme People’s Procuratorate.

Additionally, support for deputies to fulfill their duties was reinforced, and management of proposals and suggestions from them was enhanced, leveraging their professional experience and increasing their participation in the work of the Standing Committee. “We maintained a strong sense of responsibility in serving the deputies and continued strengthening our capacity for work related to deputies, striving to make it more institutionalized and procedural.”

Priorities for 2025

The report sets forth the priorities for the year 2025, which include:

  • Ensuring constitutional implementation and strengthening compliance supervision
  • Advancing high-quality legislative work
  • Intensifying research in emerging sectors like artificial intelligence and digital economy.
  • Carrying out effective supervision focused on the implementation of the CPC’s decisions and the concerns of the people.
  • Fully leveraging the role of deputies to the NPC.
  • Enhancing external exchanges at all levels and participating in communication and cooperation with parliaments of other countries and multilateral parliamentary organizations.
  • Maintaining the central and unified leadership of the CPC.
  • Applying Xi Jinping’s thoughts.
  • Improving political competence.
  • Maintaining close ties with the people.
  • Strengthening public communication and response to public opinion.
  • Ensuring the fulfillment of the party’s self-governance responsibilities.
