The Corruption of Rafael Ramirez at PDVSA: Unveiling Venezuela’s Humanitarian Crisis

Rafael Ramirez is one of the key figures responsible for the humanitarian crisis in Venezuela. In his dual role as Minister of Energy and President of PDVSA, this degenerate individual was in charge for 12 years of overseeing his own management. It’s important to clarify: Ramirez as President of PDVSA was supposed to answer to Minister Ramirez, something that, of course, never happened. The only authority to whom Ramirez was accountable was Hugo Chavez. The implementation of Chavez’s policy to exert absolute control over PDVSA and, more importantly, all its income—essentially the money of all Venezuelans—was spearheaded by Ramirez. The funds from PDVSA, along with the ability to spend them with total discretion, turned Hugo Chavez into an “electoral phenomenon.” Thus, Chavez needed a collaborator whose unwavering loyalty exceeded any moral doubts about the plunder of a nation’s funds, and between 2002 and 2014, the period of the highest revenue ever recorded in Venezuela’s history, that loyal intellectual eunuch was Rafael Ramirez. Now, from Italy and other parts of the world, he claims he wasn’t involved, that he didn’t do what he did, that he is innocent, and worst of all, that he is not corrupt. This is the first part of a series of articles I will publish, providing irrefutable evidence of Rafael Ramirez’s rampant corruption.

Caracas, March 6, 2012. Rafael Ramirez, in his capacity as President of PDVSA, signs in approval of a decision by the “Executive Committee” of PDVSA, which, in a meeting held on March 6, 2012, decides to accept a “loan under the credit line mechanism” of 17,490,000,000 from the company Administradora Atlantic 17107 C.A. In this “confidential” matter, Asdrubal Chavez (Vice President), Eulogio del Pino (Vice President), and Victor Aular Blanco (Director) also participated, with Aular being authorized to sign a contract with Administradora Atlantic 17107 C.A. and to handle all matters regarding disbursements, payments, and settlements related to that contract.

Caracas, March 12, 2012. PDVSA and Administradora Atlantic 17107, C.A. sign the contract for the loan of 17,490,000,000 that the “Executive Committee” of PDVSA and Ramirez approved six days earlier. Here are more details:
