Roberto Añez and David Brillembourg are facing serious accusations in a 31-page complaint filed by IRS special agent Warren Rogers. This complaint highlights their involvement with former socialist mayor of San Francisco de Zulia, Omar Prieto. They are accused of participating in the creation of a trust at Bancoex to exploit resources from the Chinese Fund intended for the construction of a waste incineration plant, according to a corruption investigation by the United States Department of State.
David Brillembourg, one of the leaders of the Añez-Brillembourg clan, was involved in the embezzlement of the Chinese fund alongside Roberto Añez from Avior Airlines and Juan Ramírez from Nodus International Bank. Over 400 million dollars were liquidated, diverted to personal accounts and those of their intermediaries, leaving the Zulia project unbuilt and failing to fulfill the intended purpose for the 400 million dollars.
According to the Department of State’s report, the trust at Bancoex was named Ciudad de Progreso Alpha I (Ciuproca). In 2013, Nodus International Bank liquidated over 400 million dollars to them, funds that ultimately ended up being diverted to the personal accounts of the accused.
Sources close to the Añez-Brillembourg Clan reveal that Roberto Añez is under investigation by Europol, the U.S. Southern District Attorney’s Office, and the 73rd Prosecutor’s Office in Venezuela.
The modus operandi of the Añez-Brillembourg Clan included the establishment of Grupo Brillembourg Capriles GBC by David Brillembourg and his mother, Tanya Brillembourg, with a management of 500 million dollars and a billion-dollar real estate capital. Also, Roberto Añez’s daughter, Mercedes Cecilia Añez, is noted as a signer in the companies.
Añez, known as the clan’s “bookkeeper,” was the subject of investigation and fined three million dollars for “money transmitting.” Before establishing Grupo Brillembourg, Añez and Brillembourg used Brilla Group and Brilla Bank in Santa Lucia to launder and divert the 400 million dollars liquidated by the Chinese Fund at Bancoex, according to reports from AlbertoNews.
A group of affected parties is being formed by the Añez-Brillembourg clan to file a class action lawsuit.
After gaining access to the Chinese fund money, the accused diverted the funds intended for the Zulia project to their personal accounts, executing a multimillion-dollar theft. The alleged “waste plant,” which was the intended destination for the 400 million, remains unconstructed.
