Gabriela Margarita Meli Morales has appropriated over 200 million dollars from Monómeros and is living happily in Tenerife while Venezuelans walk millions of kilometers for a chance to improve their quality of life, reported The Freedom Post, according to abcnoticias.net.

Monómeros stated that the company closed two contracts with a Spanish company named Capital Projects Canarias SL to supply significant quantities of metric tons (a total of 150,000 TM in bimonthly shipments – 6 in total) of 46% urea and potassium chloride (KCL) to the Port of Barranquilla and Port of Buenaventura in the following scheme:

 

Prices:

USD $650 – Per Metric Ton (TM) of Urea.

USD $730 – Per Metric Ton (TM) of standard Potassium Chloride (KCL).

The intriguing part, where irregularities start to surface early in the investigation carried out by The Freedom Post, is that the registered business purpose and main economic activity in Spanish records (since the company is based in Santa Cruz de Tenerife) is expressly linked to the construction of residential buildings, repair, maintenance of buildings, and home renovations. Additional interesting data includes that this company is a Unipersonal Limited Company, registered with a capital of only 3,100 euros and that it was established just two years ago, which is particularly noteworthy when dealing with hazardous materials—such as urea, which requires significant expertise.

Here the initial questions are:

How does a construction company with only two and a half years of existence—and a capital of less than 5000 dollars—receive a multimillion-dollar contract to supply significant quantities of a chemical like urea? How many more companies like this exist under similar conditions for other supplies and raw materials?

This irregularity raises alarm bells once again regarding the General Management and Board of Directors linked to the approval of these contracts, for clear violation of contracting regulations. It is evident that Capital Projects Canarias SL lacks the solidity to back the business, is not related to the fertilizer sector, and has such a short time of establishment that it does not even possess the financial statements for at least three years (of which two are void due to the worldwide pandemic) required by Monómeros to establish the reliability and actual responsiveness capability of a company.

2. Is Capital Projects Canarias SL qualified for the sale, transportation, and handling of these quantities of urea?

The source close to The Freedom Post indicates that the Spanish company evidently does not have the necessary permits for handling and transporting such materials, thereby violating the provisions of the International Code of Conduct for the use and handling of fertilizers.

3. Where did the urea supplied by Capital Projects Canarias SL to Monómeros come from if they are not tied to the industry? Through which company are they outsourcing, and who within Monómeros is linked to that outsourcing?

Hard to know, but it is known that for any international company to operate in Colombia, it is mandatory to meet the requirement of having experience in handling raw materials within the international market and belonging to the sector for at least five years of operation.

However, this question opens the possibility of being answered in the coming months since the contracts have not been completed; they are still under execution. It was only last month (July 2022) that the first shipment of urea and KCL was received, so five more shipments are still anticipated, which will inevitably extend into late 2023.

4. Why is it so delicate for this service to be provided by a non-certified company in chemical handling?

Urea, although a chemical used as fertilizer, is also utilized in cocaine processing, which is why it has so many controls, especially in Colombia. This product is not only greatly sought after by drug cartels but also by guerrilla groups.

The office of this company is located in a residential building in Santa Cruz de Tenerife, Spain. It is not a large-scale business structure.
