Corruption Scandal: Roberto Añez and David Brillembourg Linked to Chinese Fund Fraud

Mercedes Cecilia and Chad Noah Stark Allegedly Used White Cap Construction for Fraud

Following the embezzlement scandal involving the Chinese Fund, David Brillembourg and Roberto Añez of Avior Airlines, along with Juan Ramírez from Nodus International Bank, liquidated over 400 million dollars to construct a waste incineration plant. However, judicial investigations reveal that the funds were diverted to their personal accounts and proxies, leaving the Zulia project unbuilt.

It is alleged that Añez’s daughter and son-in-law, Mercedes Cecilia and Chad Noah Stark, exploited White Cap Construction to execute this operation.

According to their website, Brillembourg founded the Brillembourg Capriles Group (GBC) with his mother, Tanya Brillembourg, stating that they manage 500 million dollars and currently have investments in real estate exceeding one billion dollars.

Añez, referred to as the “Bookkeeper” of this partnership, was investigated by federal authorities in the United States and penalized with a three million dollar fine for “money transmitting”.

Before founding the Brillembourg Capriles Group, Añez and Brillembourg utilized the financial entities Brilla Group and Brilla Bank in St. Lucia to conduct operations that constituted perjury against the Venezuelan state, largely diverting the 400 million dollars liquidated by the Chinese Fund at Bancoex to their accounts.

Juan Ramírez from Nodus International Bank used Banco Espírito Santo in Portugal, alongside Brillembourg, utilizing Bancrédito International Bank in Puerto Rico, owned by Julio Herrera Velutini, who has been accused of bribing Puerto Rico’s Governor, Wanda Vázquez, and has already pleaded guilty.

According to sources close to the case, a group of victims from the Añez-Brillembourg clan is forming to file a class action lawsuit in Puerto Rico against the Brillembourg Capriles Group, David Brillembourg, Tanya Brillembourg, Roberto Añez, and Mercedes Añez.

Additionally, the Añez siblings are leveraging their influence with Attorney General Tarek William Saab to halt their prosecution in Venezuela.
